Risks we take into account

Proposed 15% tax for non-EU buyers from 2027; short-term rentals are prohibited for Golden Visa properties.

Regulatory risk

If the bill passes, purchases by non-EU buyers after 1 Jul 2027 will become more expensive. This could also affect resale liquidity to such buyers.

Golden Visa properties

The ban on short-term rentals limits income options; the model is long-term rental.

Who it is and isn't right for

Suitable

  • EU residence permit through a Golden Visa
  • Long-term rental in Athens

Not suitable

  • Short-term rental of a Golden Visa property
  • A transaction without timing flexibility before 1 Jul 2027 for non-EU buyers

What we check for each project: Conversion certificate for €250,000 eligibility, minimum area of 120 m², and the status of the proposed bill on the transaction date.

Foreign buyers

Can a foreigner buy property in Greece

Buying - yes. Foreigners can buy a home in Greece freehold; restrictions apply in border areas. A lawyer acting under a power of attorney obtains your AFM tax number, opens a bank account and signs the contract at a notary.

Golden Visa - the facts. Thresholds: €800,000 in Attica, Thessaloniki and on the islands, €400,000 in other regions. Eligibility depends on citizenship: for example, new Golden Visa applications from Russian citizens have not been accepted since 2022, according to public sources. We check the terms for your passport with a lawyer on the date of the purchase.

Funds. The bank will check the source of funds; we agree the payment route before the reservation.

This is general information, not legal advice. Before the reservation we check the terms for your passport with a lawyer in the country of purchase.

Can you buy remotely?

You can complete a purchase remotely using a power of attorney. Usually, one step still requires you to be there in person: signing it at a notary's office or consulate in your country.

Greece

Yes. A lawyer acting under a power of attorney can obtain a tax number (AFM), open a bank account, sign the contract before a notary, and register the transaction with the Land Registry (GreekProps, ExpatLaw). You must sign the power of attorney in person, either at a Greek consulate or before a notary, with an apostille and a Greek translation.

Important: The bank may also ask the buyer to join a video call when opening the account (GreekProps).

This is general information, not legal advice. Have a lawyer or notary in the country where you are buying confirm the power of attorney form, translation and apostille before you transfer any money.

You transfer the funds for the property to the developer or into an escrow account under the contract - never to an agency.

Questions about buying

Can a foreigner buy property in Greece?

Yes, with full ownership. The property transfer tax is 3.09% of the value (AADE, checked on 19 Oct 2026).

How much do I need for a Golden Visa?

€800,000 in Attica, Thessaloniki, and the islands; €400,000 in other regions, for a property of at least 120 m². The €250,000 threshold applies only to conversions of non-residential buildings (IBA, checked on 19 Oct 2026). Rules can change, so we confirm the requirements with a lawyer on the transaction date.

Can I rent out a Golden Visa property for short stays?

No. This is prohibited, with a €50,000 fine (IBA). These properties are suited to long-term rentals.

Is a 15% tax for foreign buyers really being introduced?

It is a draft bill proposing a 15% tax for tax residents outside the EU/EEA from 1 Jul 2027. It was submitted to Parliament in early November 2026 but has not been passed; including the municipal surcharge the rate is 15.45%, and first-home relief under Article 42 is exempt (PwC Greece, 30 Oct 2026). We are monitoring it and factor it into our calculations.

Is there VAT on property bought from the developer?

VAT of 24% is suspended until 31 December 2026; a draft law would extend the suspension until 31 December 2027 (PwC Greece).

What are rental yields in Athens?

Median gross yield is around 4.2%, varying by area (euro2day, checked 19 October 2026). New short-term rental registrations in central Athens are frozen by law until 31 December 2026; an extension to the end of 2027 has only been announced (GTP).
